In response to the tragic mass shooting in Colorado, Johnson took to Twitter claiming that the government has “winter soldiers” who instigate chaos to push for changes in gun laws. He referenced the FBI’s prior investigation of the Orlando mass shooter before the Pulse Nightclub attack, implying a connection to revising gun laws.

Johnson’s reference to ‘Winter Soldier’ alludes to the character from the movie “Captain America: The Winter Soldier”. In the movie, the Winter Soldier is portrayed as a Soviet assassin programmed to carry out covert missions for a government agency.
